Notice of Race

The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.


  1. Rules

Racing will be governed by:

  • The Racing Rules of Sailing 2017-2020 (RRS), the Finn Class Rules, this Notice of Race (NoR), and the Sailing Instructions (SI). In the event of any conflict between this Notice of Race and the Sailing Instructions, the Sailing Instructions will prevail.
  • The SI will be available on the event website and the Official Notice board of the event.
  • No National Prescriptions will apply.
  • If there is a conflict between languages the English text will take precedence.
  • Appendix ’P’ will apply
  1. Advertising
    • Boats may be required to display advertising chosen and supplied by the Organising Authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. [DP]
    • In submitting the entry form, all competitors, provide their permission for all photographs and videos to be the property of the organisers and used for any purpose including public viewing and posting on the event website, and permission for the Organising Authority.
  2. Eligibility and Entry
    • The regatta is open for boats of the International Finn Class.
    • Competitors must be:
      • Members of a National Finn Class Association, affiliated to the International Finn Class, or
      • Sailors from countries without a National Finn Class Association provided that they have the support of their Member National Authority.
    • Helms must be aged 40 or above on 31st December 2017.
    • Entry:
      • Actual entries shall be made by completing the entry form and by paying the required entry fee as specified in Section 4. The entry form is avaliable on the event website: and shall be completed and received by  28th May 2017.
  1. Fees
    • The entry fee in case on pre-entry will be 10 000 HUF/competitor for HFA members and 100 EUR/competitor for foreign competitors.
    • The entry fee in case of on-site registration will be 12 000 HUF/competitor for HFA members and 120 EUR/competitor for foreign competitors.
    • Competitors of Hungarian nationality can enter the race only in case they have paid the HFA membership fee for 2017 (membership fee is 12 000 HUF/person).
    • Late entries may be accepted at the discretion of the Organising Authority.
    • Payment shall be made by cash for on-site registration or via bank transfer to the following Bank Account:

  • Ten (10) races are scheduled for the event with not more than three (3) races per day.
  • The Race Committee may reschedule any postponed or abandoned races on any day.
  • On 9th of June no warning signal will be made after 16:00.
  1. Registration and measurement
    • Competitors shall register at the Race Office and shall present the following documents:
      • A valid Finn Class Measurement Certificate
      • A passport or equivalent as evidence of the sailor’s age.
      • All competitors shall have insurance as per NoR 17.
    • Any boat, portable equipment or the personal equipment of any competitor taking part in the event may be inspected and/or measured and/or weighed by the equipment inspection team at any time.
    • Any part of a boat, portable and personal equipment may be marked by the inspection team to assist the inspection. Removal of these markings my require re-measurement of the unmarked equipment.
  2. Sailing Instructions (SI)

The SI will be available at Registration in the Race Office, on the official notice board and on the event website.

  1. Venue
    • The Venue will be Tihanyi Hajós Egylet (8237 Tihany, Kenderföld utca 19), Lake Balaton, Hungary.
    • The sailing area will be on the western or the eastern side of the Tihany peninsula depending on the wind direction and strength.
  2. Courses

Courses to be sailed will be defined in the SI.

  1. Jury and Penalty system
    • Appendix P, Special procedures for Rule 42 will apply for the regatta.
  2. Scoring
    • Three races are required to constitute a regatta
    • When fewer than five (5) races have been completed, a boat’s series score will be the total of her race scores.
    • When from five (5) to nine (9) races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
    • When ten (10) races have been completed, a boat’ series score will be the total of her race scores excluding her two worst scores.
  3. Support boats
    • Boats with internal combustion engines are prohibited on Lake Balaton except with a special permission from the National Transport Authority. A special permit to use such boats may be given to Support personnel having a boat for 120 €. To get this permit, please provide the following documents by 14th of May via email to .
      • rib’s engine registration document (engine brand name – engine serial number)
      • rib’s serial number and registration number (if any)
      • driver’s boat driving licence
      • insurance

The permit will be issued only for assistance to the races and training and it can be withdrawn at any time if rules for coaching as stating in the SI will not be followed.

  • All support boats shall fly a national flag or national letters for identification at all times afloat. [DP]
  1. Radio Communication

Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]

  1. Media rights and communication
    • By participating on the Finn Masters Euro Cup 2017, the competitors automatically grant to the Organising Authority and their sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. This includes footage made by a drone at any time during the regatta. Any action by the drone can not be ground for redress. Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organising Authority. The top three competitors as well as the individual race winners may be required to attend a media press conference each day. Competitors may be required for interviews at the regatta.
  2. Prizes
    • Prizes will be given as follows:

– top 3 Masters 40-49,

– top 3 Grand Masters 50-59,

– top 3 Grand Grand Masters 60-69,

– top 3 Legends 70+,

– top 6 overall.

  1. Safety

The wearing of adequate personal floating devices (PFD) by all participants is mandatory at all times while afloat.

  1. Insurance

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 1,000,000 (one million euro).

Competitors participate in the ragatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
